This is a recognition of sorts for Min Aung Hlaing, the legitimacy he's been seeking. To be seen as equals by leaders of other countries. It is to be noted, while he's visited Russia repeatedly, and is now visiting China, he's yet to be hosted by or been met by Putin or Xi.
