One note in there was “including a preservation fee paid to China”. It doesn’t say how much of the €1.5 million a year amount was that cost though.
The way I read it (specifically the Reuters link provided elsewhere), it's the total cost of upkeep, not just any "rent" to China. The fact they're on loan makes them an easy target for sending elsewhere to cut costs. Other animals might not have anywhere quite so easy to go back to.
This is quite understandable since pandas only eat a specific type of bamboo which does not grow in Finland. So had to fly it in every few days from the Netherlands. And they eat quite a lot of it. So costs mounted over time.
