Seems super easy... You mail in your ballot but forget to sign the back. Here in Oregon, the ballot is sent back to you for correction. You still have to return it on time, but you are allowed to correct it

They want to make it in PA so that the ballot is just pitched.
- I imagine this is to protect voting rights no matter who the vote was for?
  
  Correct, the signature is on the outside of the ballot envelope so the actual vote isn't accessible until the signature is verified.
You know, the irony is this particular kind of cheating impacts Republicans too; it's not hard to imagine the type to make such errors are the uneducated rubes voting for Trump.
- I think that the idea is that more Dems use mail-in ballots than Reps. Hand in hand with tactics like restricting the number of polling stations in minority neighborhoods, it's just another component of putting their thumb on the scale.
  
  PA is potently close enough based off of 2020 where not counting mail in ballots could flip the state in Trumps favor.
