Nay, that's merely a poncho; a square of fabric with a hole for the head. OP image is wearing an even cloak with arm holes over an otherwise normal but all black outfit.
If you're starting out, just hit the local thrift shops, vintage stores, and discount places. Then dye things or add band patches, safety pins, chains, studs, ribbons, leather strips, etc to taste. Alt fashion respects DIY.
In the pic above, the shoes look vintage, the tights look discount store, the cape looks like something I once bought a friend at TJ Maxx, the gloves might actually be hand-made. (ask grandma to knit something for you! she'll love it!)
Maybe dark boho or boho witch/goth... Kind of feels too simple for that though (not in a bad way, just missing some details that I would look for in those)

I think the point of their comment wasn't to be that way. I think it was more a; that cool outfit on the person in the picture never works as well in real life kinda thing. I'm pretty sure we've all been there. Buy something because it looks one way in the picture and get it on and it definitely doesn't look that way.
Calm down Derek this is not the place to sort out your anger issues. By you I dont mean the op, I mean the common non model folk which would be us. I also did not say bad, I said not as good. And finally yes it was meant to be an answer to the question, not a serious one though a joke as in "the style is called it would not look as good on you".
