I don't know but I'd assume that the birth certificate just states the date of your birth. It is an actual date, just one that doesn't occur annually.

5 0 ReplyMy driver's license (Dutch) doesn't expire on my birthday but 10 years after the date it was issued. If it were issued on the 29th of februari, it would expire on March first since it would be valid on the 28th but not on the 1st.
