I've barely seen any effect on battery life, though it depends on how much it's actively using your device, polling for user input or playing sounds.
The Android app was free, the PC app was only like $5 and I got it years ago. It lets me migrate my wallpapers from PC to Android and have consistent live wallpapers across devices.
Think I'll stick to wallpaper engine for Android, at least I can transfer wallpapers from my PC and only ever paid like $5
