You could leave tho. Criminals and even socialists were sentenced and released after they did the time. It helped control the population if there was (prohibited) whisper about the conditions there.
Flying doesn't need as much infrastructure so that's definitely a factor. I couldn't find the cost per passenger kilometer to compare so I can only say that flying emits much more co2 than every other form of transportation. Since climate change is going to cost us a lot I'd say the cost of flying exceeds the costs of car resp. train infrastructure.

Good public transit would be so frequent you wouldn't need to fit your schedule around it. I live in a place with passable public transit and I never check schedules before leaving the house. I wait 10 mins max (I'm still annoyed sometimes tho)
