Creating a good show is hard enough, maintaining a production schedule and quality through multiple seasons is even harder. And you can do all of these right and still not have the audience to justify the spending.
Love The Expanse, but I can't get people to watch Andor let alone something even more of a leap.
It's a lot easier to just get people to tune into something new.
It's definitely plausible. I'm not sure exactly what sort of system they use in Russia, but I'd guess truckers the world over are frequently sent to new places with vague instructions to follow once you're there.
