When the spent money is used for goods and services, and the production of said goods and services can't expand, you'll have inflation. This doesn't result in US gov running out of money but the real purchasing power doesn't go up further. It depends on sector by sector. This is the real resource constraint.

Of course, this assumes a market system. But the dynamics are similar with a system where state sets prices. If people have too much money and the state can't fulfil the demand of goods, there will be shortages (though as we have seen this also occurs under capitalism because markets aren't perfect). The state can curb this with rationing, by increasing prices, increasing taxes, forced savings or cutting discretionary spending.

You can have inflation in certain sectors due to bottlenecks even before such "full employment".

And supply shocks, say Russia Ukraine war or covid reduces real output, that'll show up as inflation until things adjust. This is why hiking interest rates to such kind of supply side inflaiton is silly, because it doesn't fix the underlying cause, results in more spending to rich ppl who hold bonds and can undermine investments which increase output.

Regardless, a minimum wage isn't the floor wage. There are workers on tips who can earn lower than min wage workers. There are undocumented and even documented migrants who earn less than citizens, many times less than min wage. Even among citizens there is disparity, though they are typically paid atleast the min wage.

To have an actual floor wage which no private employer can break, you'll need a universal job guarantee which will have the Gov set the wage and employ anyone at the said wage. This forces the private sector to pay everyone including undocumented migrants the said wage.
