They've gotten pretty expensive where I'm from as well, but rolling tobacco is still cheap enough to be affordable even for the poorest of people. Weirdly enough however, it's not that popular.
Non-american here so wondering, can literally anyone in the US walk into a voting booth and cast a vote? If so... Why would you allow that? And why would you not want to prevent it?
