I suppose that's the very definition of extreme poverty if you can't afford to buy your food.

turning public schools and healthcare into vanity projects is the stupidest way of wasting public money. Delhi is not investing adequately in the cities' infra : waste management, power, water supply and sanitation - kejriwāl's successor will have a lot to say about that.
