Reminder: Congress is in charge of the laws and President just signs or vetos what is sent to him/her. Biden didn't do any of this. In particular, an EO can't legally do anything regarding changing what is already the law. So whenever anyone talks about an EO, you can throw it out the window.
This is just a me thing, but I'd rather a police officer use a rear naked choke, let them pass out for a second, and wake up in handcuffs than the punching, weapons, and... "struggles" they go through to restrain people. I recognize it's a real monkey's paw moment

THEN, he goes and does an absolute gimme for Manchin by allowing the Mountain Valley Pipeline to get rammed through Appalachia, violating dozens of environmental safety regs. I’d love for anyone to explain to me why Biden felt the need to reward Manchin this way… (yeah I know, Manchin did his job of obstructing the dem majority admirably, and they all love him for being that fall guy).
So really, this is a net negative on fossil fuels.
