The source is anadius, the guy who makes the excellent updater/DLC installer for pirated copies. I don’t think I’ve seen a leak from him before, but he does good work on the updater so I’m willing to trust him.
He included the cover and some little icon.
He also added that the trailer and start of preorders will be on November 2nd.

This could be cool though.
There's no way that part would happen, it's way too based. You'll just get a bad yelp review or something and it'll encourage you to become the slumlord of your entire town so that nobody has any recourse at all, no matter how unhappy they are.
