Representative democracy is a fig leaf over autocracy. That's why the only say we get is in which of a select few people have general rulership over us. States don't represent their people as much as they represent the ruling class.
So they are two nations who disagree with their totalitarian governments. Is that what you are implying given the OP saying People are not in agreement with their leaders actions?
Basically: On one side, there is government staying at power due to threat of US killing their own people?? and on the other side there's organization basically controlling government who is forced to stay at power under the threat of ... getting killed by the first side ? ... ehm... okay
