Without helpwith active sabotage from the West.Edit: To everyone asking what I'm talking about: Aside from France bleeding the country dry, the US occupied it until 1934 and controlled its budget until 1947 when it finally paid off its "debt" to France. Whatever chance Haitians might've had at a decent life before 2050 was crushed by France and America, leaving it in a worse position than even African post-colonial states. And yes, the effects of colonialism do last that long; just look at Africa. America and France have a responsibility to fix the mess they created in Haiti.
I haven't heard of this (outside of whatever happened 200 years ago). Which western nations are doing what?

This is conspiracy theory level thinking. The "West" very much wants the situation to stabilise. They might not be willing to contribute enough resources, but that's the same thing as actively wanting Haiti to be ruled by gangs.
