All of them? I'm just going to assume "all of them".
I remember back in the day Marvel argued their X-Men action figures weren't human so they could qualify for a lower tariff.

So are all super powered characters non human? What about Green Lantern or Batman? Are they dolls?
Well, Batman has no powers, and technically, Green Lantern uses a power ring.
I feel like the X-Men in question would have a lot to say about that ruling.
