Wakapedia has specified which server version to look out for if you want to be able to mine surface deposits.

To check the server version number, press ~ then type in r_displayinfo 1 to turn it off afterwards type r_displayinfo 0

Check the number between the server number and the game number. If you see 9692344, you are not in a hotfixed server.

The forced update to all servers will occur during their next server maintenance (they're aiming for Wednesday, the day before the recently announced freefly event).
