These are Soviet Venusian aerostats. Venus has a very dense atmosphere, and the pressure and temperatures near the surface are superhell, so a classic sci fi idea is to build habitats that float on the higher layers of the atmosphere.
when we say pee is stored in the balls, these are the balls we're talking about
