I'm pretty sure they were supposed to be the main bad guys when they were introduced, but the cardassians are way more intimidating.
Laugh all you want but it is still better than some of the stuff from TNG, DS9, VOY and ENT. Mostly because the computer animation was low quality and the other series were filmed with digital cameras with a fixed resolution. You can watch the original Star Trek in 4k if you want.
