Entirely depends on which canon of the story you go with.
In some he rebels against authority.
In some he's a corrupter.
In some he's just the one that makes the negative case against something.So depending on the story he can be a cartoonish villain aiming only to cause suffering, a rebel arguing against unquestioned authority, or an otherwise perfectly amenable prosecutor.
