Probably someone with a strategic competency of a corporal, but wearing golden uniform and driving their fascist mob 2 meters into ground when trying to go against armed proletariat.

Ok, it actually works pretty well in a lot of cases.
Artillery lieutenant is actually a real rank, especially in the past many armies added the branch to the official name of the ranks for many purposes (for example cavalry lieutenant could have higher rank and wage than infantry lieutenant).
