Footage showed the contractor drilling through a wall, but rather than put insulation into the wall via that drilled hole, he simply filled it back-up again.

I'm with ya... but actually, I agree with HerrBeter. It's not a proportionate response unless you make dam sure you're costing him as much in repairs as it cost to get the insulation put in, plus the fuck-around-and-find-out fee.
Even if the monetary damage is comparable, not sure if it would be worth getting prosecuted.
