I'm sure there are worse, and it's not one company, but the companies that provide malware to dictatorships are pretty bad, and western countries are sheltering them/not doing much about them.
Examples:
- NSO Group (Pegasus)
- HackingTeam
- Gamma/Lench/Vilicius (FinFisher)
