In terms of target, certainly, but in terms of "Is using Starship Troopers bad?", not really. It'd be one thing if it was obscure, or wasn't a long-established meme, but it's... not. "It's afraid" as an image response was kicking around back when I was in highschool on php forums. It's just part of the meme lexicon at this point.
