That's a house-cat, and it looks like that without having to lift weights. Some people have this mutation too, and it's particularly dramatic in children who would otherwise never be that muscular. If I'm correct that the artist was Pablo Marcos, he'd been working for years as a comic artist but he seemed to basically just stick to hyper muscular anatomy for everything he'd been doing since the 70s.
Pretty sure this was all drawn by Pablo Marcos, who was a superhero artist that worked for both DC and Marvel at different points. Figures he probably really only had consistent way of drawing people seeing that he was mainly a superhero artist.
